How do you purchase a tax lien property in Pennsylvania?

I am looking for an investment and a family member suggested I purchase tax lien properties. He lives in another state and he is not sure how it works in PA. I have been doing some research online but I have only found limited information. If anyone has purchased a property, I need to know how to get started. Everyone says to go through the Tax Assessors office, but I can not find one in Pennsylvania.
