How do you go about purchasing a tax lien CD?

In the book Rich Dad, Poor Dad, they talk about purchasing tax lien CDs. I was wondering how to you purchase them? Where do you go to purchase them and is it true they have a high interest rate? Where can I get more information on this?

1. Contact your local tax assessor and find out what the requirement are. moreover, it's not a CD but just a certificate.
2. If you are looking for list of companies in TaxLien, you may try www.FEINSearch.com. They provide EIN search and also going to provide TaxLien database search very soon. But, I am not sure if that is what you are looking for.
